This is an original letter written by Dr. James Carroll to the Adjutant General Headquarters, Havana, Cuba, Oct. 24, 1901. It describes activities of the Reed Yellow Fever Commission in Cuba, in particular Dr. Carroll's authority to inoculate troops.
